Don't go too heavy on the makeup, but accentuate the eyes with black mascara on your eyelashes to make them look thick and curly, and then wear a shade of eye shadow that pops with your eye color. You can go with a nude color on your lips w/ lip gloss or a pink/rose colored lip. Add some blush that suits your skin tone.

It depends on the size of your mask. If it only covers you eyes, go ahead and use more make up. If the mask goes down to your cheeks, there's no really need for make up, unless you want to put on some lip gloss/stick.

wear a bright coloured eye shadow to make you eyes pop since it is a masqerade dance. Plus but alot of mascara on because it will make you look so good and your face is what will stand out to people.

Eyeliner so your eyes pop and either shiny or sparkly eyeshadow so it stands out. Especially since it might be kind of dark in there because it's a dance. lipgloss and of corse mascara. just don't overload on anything and be sure to wear a cute light scent!
