Well I am no cat expert but my friend has a russian blue cat. His has grey fur and blue skin but is very tiny even though its full grown. I wish I had a photo

It is not a true Russian Blue. HOWEVER, people commonly call blue domestic cats "russian blue" (notice I didn't capitalize) to characterize their color and some personality traits.
A true Russian Blue breed is rare. To be a purebred Russian blue it must have Russian Blue offspring if bred with another pure Russian. Most of the "russian blues" you find in shelters and stuff are your basic american domestic mixes.

Unless your cat has papers, it probably isn't purebred, even if it is a Russian Blue. Blue skin and grey hair can be a lot of things. The size, eye color, bone structure, hair length and type are all factors to determine the breed of your cat. Your vet might be able to give some insight, but probably your cat is a combination of a Russian Blue and another breed.
