bronze eye liner, black mascara, and coppery, glimmery browns, peachy, and gold shades will make your blue eyes even bluer. i bet, the new haircolor also complements your eye color. i have fair skin, auburn hair, and blue eyes myself. avoid blue, purple, grey, silver, pink eye shadows, they will make your eyes look a blah gray.

I'd go with naturals (browns and golds) and greens. Stay away from any pink-based eye shadows and use brown mascaras/eyeliners.

For eyeshadows try shades of green. Stay away from pinks and greys. Easy on the black eyeshadow. You can go to ivillage.com and they have a video on how to apply make-up, and I think it'll help answer your question.
